Minutes, correspondence, pamphlets, press releases, surveys and newspaper clippings which document the efforts of this Committee to analyze the causes of poverty and to encourage public support for Westchester County's public assistance programs. Includes much discussion about budgets, particularly that of the Department of Family and Child Welfare (a division of the Department of Public Welfare), and the Budget Manual of that Department (1947) is included in the records; analyses of factors influencing individuals and families to seek public assistance (some analyses cover the years 1935 and ff.); and comparison of public relief efforts in communities other than Westchester County. The 1947 records include forms used by the Department of Family and Child Welfare during the intake process. The 1948 records include organization charts for the same department as well as for the entire Department of Public Welfare.

Because the appropriation for the Westchester County Commission on Government did not include funds to study the libraries in the county, Carl H. Pforzheimer, the Commission's chair, sought and received a grant from the Carnegie Foundation to conduct such a study.
